What Happened?
Between 2000 and 2015, particularly in cities with large Kurdish populations, the right to life of numerous children and young people was violated under policies justified by security priorities.
Context
These deaths occurred during a period marked by unachieved dialogue and peace processes, increasing security measures affecting civilians, and deepening political polarization.
Who Is Responsible?
Members of the military and law enforcement who directly carried out these violations, as well as executive and judicial authorities who failed to ensure accountability and prevent such violations.
Solution
Accountability is essential to repairing the damage inflicted on society’s sense of justice. While criminal justice is an important component of this process, it is not sufficient on its own. Truth-telling, recognition of victims’ needs, and strengthening the demand for social peace are equally necessary.
